I applied for a Manager role. It is available for the 3rd time in almost 2 years. My 2nd interview with GM, AGM, and HRD started with them unanimously agreeing on my ability to do the job at a high level. They didn’t hire me because I wasn’t “an HR Cheerleader” and said I was more suitable for a “real HR Manage role”…. They then opened another specialist job and encouraged me to apply. Letter mentions progression from grade 3 to grade 4, but at the beginning of the month SM said he is suggesting my name for promotion. Now that it's mentioned as progression in the letter, promotion is out of scope? Or can it change from progression to promotion before feb 4 announcement?

I was scheduled for interview and nobody showed up. i tried contacting the HR team through mail and phone calls and nobody responded. and two days later they sent me an email saying the position is filled.
