Depending on your relationship with the neighbor, maybe start with asking them if they have an alternative as the smell is an issue. That may not go over well, but obviously you know the neighbor more than we do.
You next option would be to discuss the problem with HOA/landlord. There’s certainly something in the HOA covenant or leasing restrictions that protects you in situations like this.

Bylaws are your friend. It’s likely forbidden to have pets urinate on the balconies. Mention that to her, and the smell. Say you understand it’s hard to get out sometimes so if she could change the pass after each incident you’d be willing to see if that can work as an option. Act like you are doing her a favor. Don’t threaten or be mean or even cajole or act shy or sorry. Neutral and rational: You see she’s in a pickle, offer her a chance to make it better while promising nothing (don’t say “if you change it more I’ll ignore it.”)

That’s pretty gross tbh. I don’t understand how people get dogs without being able to commit to taking them out. I agree with PwC2 above- i think talking to her first knowing it’ll likely be fruitless, then talking to the landlord is the best move.

Don't know if this would help, but definitely reduces & even remove the smell. We have a dog who we take out but sometimes have other dogs over who needs to go more often so we'll let them go on our concrete patio/fake lawn. It got to a point where we wouldn't want to leave the patio door open cause the urine odor would stiiiink. This works like magic to us. It's a nice minty smell imo as well. Tell your neighbor to fill up a spray bottle w/ water & this solution & just spray after her dog. Pretty simple.

Yeah. If your patio has a strong odor now, just know it'll take a few days/multiple rounds of spray to start making a difference. At first I was worried it wasn't working but now you can't tell it was ever that bad & all the flies are gone 😂.

That’s disgusting. Definitely report to management and ask to have it professionally cleaned.
If none of that works, offer to walk her dog maybe, might not be too much effort if you’re already walking your own.
How does the dog get exercise if it is not walked?

Do not offer to walk. Then you are the walker and embroiled in the problem (he had to go on the patio bc YOU didn’t walk him!). She’s not a good pet owner.
Do you live in a condo?
Your condo probably has a ban on this in their governing documents. Look under the “use restriction” provision in the Declaration. I would email management with the provision that the neighbor is violating. They can provide some options for the neighbor, you don’t have to.
