Recruiter Ghosting?

My husband is job searching and was emailed by the recruiter saying the HM reviewed his resume and asked if he would relo for the role. He replied yes and that he would just need to sell our house once he received an offer etc. She msgd him saying she was going on PTO but looked forward to talking when she returned. It's been almost 3 weeks. He followed up via email last week to check in and still no word. Should he email again in another week or has he been ghosted?

Looking for advice: currently working at a company. The pay is below average. I was contacted for a subcontractor role and would mean more money for me.
