Not sure what you mean by mouse tracking. We have a software installed Sapient, this software tracks open applications and how long have you been online. Manager can access my Sapient report for any past duration. No one in my entire team cares about Sapient, no one in my previous project did, neither in the project previous to that. Different softwares can be used for different machines but functionality is same as Sapient.
Only when you have some grudges with your manager, then he uses this Sapient thing to scare you.
A few months before lockdown they started tracking login times using access card, and had categories like below 8 hours, below 6 and below 4. U needed manager approval for filling 9.30 hours attendance if your hours were less than 6 or 4 otherwise it will be marked as half day or leave. Lockdown came and due to wfh this system became inactive.
Out of around 100 people in my first US project around 20 got the chance and 12 eventually moved onsite. From non technical team as well in my project, 2 people (out of 10) got the chance. Visa got rejected for 1 after interview, and 1 moved to Texas for 1 year.
In my previous UK project, database team had 30% of their team onsite, most of them were around 3-5 years experienced in HCL itself.
What I experienced is rather than talent if you spend time and get a good grip in your project like 3-5 years you can easily go onsite.
