The value you see won't go up for 3 months. It incorporates a 3 month interest penalty at all times (even though you can't even cash out right now since it's prior to 12 months). So essentially the balance is what you'd get if you cashed out today.
Once you hit month 4, you'll see interest being added to your balance. Think of it as "unlocking" a month of interest every month after you hit the 4th month.
In month 4, you "unlock" month 1's interest. In month 5 you "unlock" month 2's interest. And so on. Once you hit 5 years, the penalty goes away and your 3 months locked interest is all released.
