Why do people say if you negotiate your b4 starting salary you’ll just have lower raises in the future? Aren’t raises performance based?

First time GMAT, scored a 650. Practice tests were coming in around 680, but bombed quant (41Q, 38V, 8 IR). I am confident that I can score better my next time around, but out of curiosity, what rank of school could I possibly get into with this score? 2 years work experience B4 consulting, very solid undergrad involvement/GPA. Trying to decide if it’s worth applying to my target schools this year or if I delay for another year in order to study more.
