Yes, definitely assign. Don’t ask for volunteers. I personally like it when the manager sounds like they’re assigning it to me for a reason like, “I’m assigning this to you because you did a good job with xyz and this is related.” Or “This isn’t related to your regular work stream so this is will be a good learning opportunity.”

Assign tasks, and encourage people to speak up if they feel overloaded. I've also included a picture of some of my management and negotiations books for your reference. They each take different approaches to how to deal with people in different situations.

I'm going to disagree about asking for volunteers, but instead suggest you watch your language around how you do it. You're not asking if someone can do the task, you're simply ask if anyone has the desire to do it. "We're aligning tasks on this call. Here are the tasks choose which tasks you will commit to owning."
Once you set expectations differently and they respond then you can ease up later. For now, you have to shift to a more directing stance while also recognizing their value.
I'd highly recommend you read the second edition of The First 90 Days by Michael Watkins.
