This is not full time hiring - it’s fixed term and hence the end date clause. Once the contract ends it would depend on the project and performance - if they convert the individual to a full time role
It’s not very common for PS to convert contractors to permanent. They do it for exceptional resources only. Project has to take responsibility that they have work for you for next 3 years in order to convert you to permanent. Beside there is no severance package if they fire you. Honestly I won’t even join Microsoft for a contract position.
Is this contractual job? If yes, then stay away If no, then also stay away ... They are laying off people... If you hire for the project, then ask whats the duration of projects?
If you desperately need a job then join. Otherwise give it a miss. Contractual employees don't get converted to permanent that easily, don't fall for that. The contract might get extended in case there is work or else they will just let you go after that time is over.
Process perspective, this is for fixed term employees. Yes it is possible they get converted but it is also possible that the term gets extended for another year and termination is also possiblr

Don't join, they can layoff you at any moment.
Don't join PS at any cost. They fire any time without any prior notice and reason.
