Agree with BC1. The w/d in unit will be more difficult to find. I wouldn’t move to Hudson Yards if you’re trying to experience more of the NYC life. It’s pretty boring over there.
Depending on your age and party scene that could mean anything from EV/LES to UWS. Views in NYC mean a high rise so that narrows in down further, and ups your rent. Honestly the best views of NYC are from Brooklyn, LIC, or JC.

I live in forest hills in queens 2b. Very nice neighborhood and building. I have laundry, private parking, and everything I need. We pay $2500 monthly. Probably on the high end of pricing but I have to say having parking is worth it.

OP - I’m going to be real with you. For that price you are going to have a difficult time finding a place with nice views, great location and in-unit W/D.
Here is my recommendation, choose a location you like. Chelsea/west village is great for what you seem to want. You probably won’t get the view, nor the W/D. For what the W/D cost in those neighborhoods, you’ll probably be best getting a laundry service. At best you’ll get W/D in the building.
