Better practice to wait until cleared. Many different scenarios can play out that would rescind an offer. Remember, until you start, you have an “offer” for employment. The normal protections you would have around hiring/firing policies do not apply yet.
I would share with your recruiter, the situation you are in, especially with COVID, things can and do change quickly. After you resign current place, if your start date doesn’t materialize, the burden of employment is on you. They do this enough, they should be able to appreciate you not wanting to leave current, until you have a confirmed start, with some of the requisite checks cleared to give you a piece of mind. Remember, and this goes for everywhere you are going to work. Your employment is a two way street. It should be a mutually beneficial relationship. When you feel it is not mutual, you should leave. This should extend to you having piece of mind when transitioning.
Having worked for Deloitte for some time, I would say that unless something pops in your background you should be good to go. They invest a lot of resources to get you through the process and started at the firm. They are also motivated to get you on board. So they should be able to explain, or give you guidance around what can be done.

When I started at Deloitte my background check wasn’t finished until the week before my start date 😬
D6, same for me. I freelanced for a while and that held up my BC for a bit. This was ~5 years ago now but I remember not getting the green light until about a week before my expected start date, as well.
The background check company will provide a copy of the investigation upon request. I received a copy after my BI was completed. I personally told Deloitte I would put in my notice once I had confirmation all other portions of the background check were verified aside from current employer verification. I just emphasized it was not due to any concern about the contents of the BI, but rather that the paperwork/process could
be delayed for any variety of reasons. I said 2 weeks notice plus ~1 week. I stayed in close touch with Onboarding and the BI check team. Once everything aside from the current employer was done, I gave my notice, and authorized the BI check company to contact my current employer. The recruiter did not have a problem with that, but was eager to get me onboarded so stayed in close touch. I ended up with a start date 1 week past the original start date.
My BI went quickly (3 business days), but they advise it can take up to 10 business days. You can also contact the BI check company directly at their priority support phone number to get the status or email the BI Onboarding team. The team at Deloitte was really helpful!
Not sure if we’re allowed to paste the email to a group mailbox so DM me and I’ll give you the one I used to ask for an update. I did not provide my notice until I had a good sense that it was nearly finished.
2. I have no negative background history (no arrests, normal work experience). Is it silly to wait for my BC to be finalized before submitting my 2 weeks? It’s currently “held up” verifying my employment at a restaurant I worked at for a few months in 2016. Other than that seems like I’m a shoe in ... I desperately want to put in my 2 weeks so I can take my GRE in the 2 weeks before starting at Deloitte
OP, my bc is also in progress at D. I have been allocated an onboarding specialist whom I will be reaching out to before resigning. Once she gives me a go ahead in clearances I will resign. Until then fingers crossed.
