Look up NYCHA, it is illegal for them not to fix within 24 hrs. And I believe grounds for you to break your lease at no penalty
I agree, maintenance issues are usually a right to break lease. If you can’t find anything online call 311. They should be able to help you understand your tenant rights. NYC tenantrighty's are pretty strong.

You can literally get a bucket and fill it with normal water. Let it sit for some time so it's room temperature and then use that water to bathe yourself (smaller bucket to rinse off or washcloth). Refill it after your done so you don't have to wait next time. Sucks, but not an unlivable condition to ask for compensation unless your contract specifically states working hot water heater all the time (which seems doubtful). Good as clean.

Maintenance issues aren't typically a valid legal reason to break a lease. Even the toughest renter protections laws typically give the strongest remember for lack of hot water/heat as the right to deduct reasonable cost of alternate accommodations. 2 days without hot water? 2 days in a budget hotel. And you probably have to follow very strict notification requirements.

Real life example. Friend tested her apt for mold bc she was getting sick more than in the past. Positive. Marched the test to the mgmt office and got to break lease. So it happens but for a temp issue I’d guess there’s a timeline NYC has set as reasonable. Good luck!
