You can be an expert without being a technical expert. Sometimes, being able to provide the high level insight (like providing the what to do direction) is more important than being able to execute

M1, I said sometimes, meaning it’s not ALWAYS the case. Remember execution is always a team thing that needs both vision and the proper execution
They are not perceived as experts but rather as well-networked individuals.
Another form of expertise that clients seek is pattern recognition that someone brings by sheer experience and repetition of a similar situations. Typically, partners have that, in addition to subject matter expertise. OP, your point is fair though and not all do
Not many partners even pretend to be experts. What they need to do first and foremost is sell projects

Strategic knowledge + firm collateral database + knowledge network = the team as a whole are pretty expert
You dont have to know what to do, if you know all the people and resources needed to get stuff done.
It also varies widely by what field. Not all consulting is strategy. Just had a call on what to advise client in a large IT transformation. The partners with 20+ years experience have clear insight based on technical feasibility and what works for the client. The person with 5 years may spend more time with hands on implementation but doesn't necessarily have the perspective that experience offers.
