Tarte Timeless Smoothing primer is the thickest I’ve found and will fill in scarring if you pat it in. You can also follow the Kevin Aucoin method of using concealer + setting powder only to avoid accentuating any textural issues

Primer.
For foundation, it just depends on technique I.e. blending well using the right brush/beauty blender etc. I would advise against using highlighter or anything dewy in that area because it literally highlights the indentations
Tbh, I don’t know. I have highly textured skin and realized quickly that no one can make highlighter look good on me. When I’m going for a glowy appearance, I just make sure to moisturize heavily before applying makeup and mix a couple of drops of liquid highlighter into my foundation. I also have oily skin so I powder my T zone and leave the areas I would have highlighted unpowdered so they glow relative to the powdered area. Highlighter in my case is my worst enemy
