Services are directly tied to needs. You have to be able to indicate there’s a need that can only be supported by specialized instruction (service). A lot of needs can often be addressed through accommodations opposed to services. I would try documenting the intervention your using that suggests additional specialized instruction is needed. I would also share that info and ask for suggestions from the case manager for interventions and instruction.
Yup, like everyone else has said, collect data. Reach out to the student and parent first to make sure you’ve tried everything and then approach superiors with the problem and a few suggested solutions
Best place to start is the students case manager. A counselor doesn’t write the IEP
