I’m a non target in the sense that I didn’t even go to b school OR anything close to a target school (UMBC).

Serious question
I’ve seen very few actual non-target students. The non-target school students usually broke down into one of three categories:
1) Partner Referrals - Close connection with partner / someone referred them to a partner
2) Target Program - Deloitte partners with many affinity programs, generally focused on diversity. Although these students are from non-target programs, these target programs have their own quota / recruiting flow. Think INROADs, SEO, O4U, Grace Hopper, Society of Women Engineers, Forte, etc.
3) Employee referral - find someone who currently works there to introduce you around.
I’d say about 80-90% of students fell into the first 2 buckets though.
