Cheap = buying the cheapest thing regardless of quality
Frugal = buying the item with the best deal; weighing cost and quality. And only buying out if necessity (splurge every once in awhile when you’ve saved appropriately)
I feel like there are two separate points here. One is you are asking where the line is between cheap and frugal.
The second is your sister complaining about you talking about money all of the time. They’re not necessarily connected, it seems like she’s just annoyed that you come off as caring only about money and talking about it.
To me, you can be frugal and not "talk about money."
You can say, "I don't need it." "I don't want it." "I'd rather not deal with it" etc without even mentioning money.
Regardless of wealth, talking about how expensive things are invites awkward conversations I don't want to have.

Being frugal is okay, just don’t try and shove the lifestyle down others throats... it can come off as really condescending and as if you’re trying to humble brag!
