I'm in strategy. I would recommend reaching out to some Strategy ppl at your level and just ask them if they want to grab coffee. Position it as networking, but learn from them. Then, if things are going well, stay in touch and start to ask who they think you should reach out to (at a more senior level) to talk about transitioning. We are always looking for good people for Strategy, so if you're good, it's only a matter of time.
The list of schools that you can go to is more extensive than what MK1 lists but it is limited to 10 schools and you have to stay for 2 or 3 years after completing, otherwise repay.
One of the partners over in Strat used to be in P&C I've heard. Maybe reach out to him?
MBA is important, but not critical. If you're willing to come in as an associate, you definitely don't need it. Plus, since strategy just introduced 100% mba reimbursement, maybe you could use that as your platform. I know at least 2 other PPD's who came over from P&C (in addition to the one KPMG2 mentioned), so it's definitely doable.

Had friend at KPMG strategy person looking to switch from MC. Couldn't do it because have to have a 1 or 2 rating, be in role more than a year, enter as an associate (from manager) and be on MBA path. Reimbursement is only if you go to Wharton, Stanford, Harvard, Kellogg or Booth $60k/yr. They case interview which pretty much all the MC people don't get and so strategy really doesn't take transfers
