The strength and personal nature of a referral matter far more than the level of the person giving it.
I recently got a referral from a partner. Hope i did well enough to get a strong endorsement. Although I have been wondering if he didn't actually refer me and just wanted to not be confrontational
Consulting referrals can come from any level- including from BCGers in business services. There’s an internal referral portal where you enter the candidate’s information, resume and a detailed description as to why they’d be a good fit for the role. The candidate will then receive an application email from HR. Not necessary for the BCGer to contact a recruiter.

Afaik, referrals can come from any level. Not 100% sure what the second part of your question is referring to.
How important is the cover letter? Submitting my resume based on a referral and the cover letter requirement stumped me. TIA!
There's a cover letter requirement? The partner who said he referred me didn't ask for a cover letter... Was he bsing me about referring me?
There is definitely a mandatory cover letter field - not sure if it’s actually mandatory
