Depends on how early you are in your career, but there's nothing inherently wrong about taking a bit of a step back. Over my 20+ YOE, I've taken pay decreases twice for intriguing roles, one of which was going from ~$115k to $90k. That one in particular was a really good move for my career, as it was a thoroughly enjoyable role and gave me niche subject matter expertise that let me jump up to ~$150k in my next role a few years later.
In terms of pushing for a higher position, it very well might be on the table, so I'd say go ahead and ask.

Remember that not all opportunities are meant to be. The pay cut plus COL increase of moving to NYC may not be worth it, despite the otherwise attractive job.
It’s pretty early in your career to already be taking a step back in compensation. I would try to push as hard as possible to get to at least where you are at currently. Your tagged as a Senior on here, so what’s holding you back from joining as a Senior?
I haven’t taken a decrease before, but I did turn down a job at $160k to take one for $85k after business school because the one pitted me into the industry I had already been in and the other offered the pivot I really wanted. I still think it was worth it, but for me getting into my dream industry was everything and pay is not the main thing.
Consultants are spoiled with inflated compensation because you're rented to clients at an even higher rate. Once you go into the industry, you're either a revenue center or a cost center - and most consultants wind up being the latter.
Do you know the salary range for this role? Often justification can be made for coming in at the top of a salary range given prior experience.
I don’t they are just offering 80k. And it’s to move to nyc which doesn’t make much sense
