I have never hit my utilization. Never even been within 10%. And I’ve never had anyone say anything to me about it. I’ve been early promoted and receive good feedback on everything I do.

While I agree, I’m assuming it becomes more important in slow periods or problematic markets where the firm is looking to trim people. That’s what worries me, especially since I’m quite a bit below.
I mean, you don't NEED to hit your utilization target. I wouldn't go crazy for it. You don't want to be significantly under but I'm in faas and am at like 80%.
You may want to try to do more internal initiatives your coach can point to in your review.
Then mention that if it comes up, firms aren’t oblivious to the fact it takes a while to get people up and running on engagements. If you have capacity for extra work be honest but if either wise it’s just a function of onboarding timing I wouldn’t lose sleep over it.
If you are charging 35 hours a week to a client you are almost 90% utilization which should be high enough.

35 hours/week may get you there if you don’t take any time off, but I think OP is doing the math we all wish others would do and figuring out what it takes to meet the target. Good on you OP

For reference I’m on a full time client that is asking 40 hours a week from me but as mentioned that is that not enough, and I currently sometimes only hit about 35 hours per week. Do I just try to ask for a second part time client and make work a living hell for myself or just hope I don’t get fired for low utilization?

I wouldn’t stress about it too much as long as it’s visible that you’re reaching out when available and your performance is fine. Especially with transition time into a new group.
I did get dinged this past year on my tier for utilization and it was very annoying, but also the first time it’s happened in 8 years. They also still gave me a bonus in the higher tier range, probably because they knew it wasn’t my fault. I’m still annoyed because it’s like they just needed to meet their tier quotas, but it is what it is.
Are you trying to skirt by with just enough utilization? Otherwise, not sure I understand how this problem isn’t performance related. We’re in an environment where you can get as much work as you can handle.
I don’t know how PwC treats it but my utilization in deals during my first year was low as well and basically did not get any bonus. Utilizations will definitely start to matter a lot in the coming year. I felt I was basically measure by utilization and not by my performance.
Do your managers and directors know you’re not being fully utilized? You should ask if they need help with their other accounts, talk to you coach or see if any of your friends could use a hand.
