This. Go up your chain of command in Creative, preferably with documentation. Let your boss fight the battles with other departments.
Seems like a slow series of documented failures to me. And at review time, trot out those events in solid detail.
It’s a sad state of affairs when a rank-and-file person has to notify the C-level that something is wrong. Agencies already have all the info to sniff this out, in the form of time sheet data. If you see a particular account consistently has a lot of extra hours and weekend work, I bet you the briefs are rushed and overpromises are being made.
