I wouldn't touch that one without HR guidance.
You can absolutely call it out. Call it communication is challenging, not clear, not client ready, can support the team in the back but not be client facing, lacks presence, etc. You want a job in the US, it’s your job to make sure that you can communicate.
I've done this before. I've let the Partner know I was doing so and here are the examples. I'm sure other people have the same issue. It's only an HR issue if you make it personal and attack them. Let them know you're there to support them, but you and the client feel there are some challenges.
Again, do not make it personal - does not matter their age, background, schooling, ethnicity, etc. I would treat it the same way as providing positive/negative feedback.

I'm kinda confused why you're still asking us, and not getting guidance from your HR Dept which would be quite adept at giving you appropriate next steps...
In 2019, Id have a lawyer/HR/Partner guidance before that convo ever comes up
Thanks all for the replies. Consensus seems to be clear, which is exactly why I asked. Anyone have guidance on handling this or mitigating? I manage three projects I don’t have time re-do 10 page documents to correct grammar and logic. Suppose I can try to assign tasks differently.
