Companies don’t think twice about laying off or firing employees when they need to and people turn down jobs all the time. Don’t feel bad about it and don’t feel you need to explain why. Thank them and let them know as soon as possible via Email or phone. If you know someone who might be a good fit feel free to recommend them although they probably have a few candidates they’ve already interviewed. iBest of luck!
Use speed and be direct. No one likes to hear why they aren’t good enough - even a hiring manager - so keep your reasons and communication succinct.
Having a good candidate that you’ve put a bunch of time in to interviewing turn you down - feels like getting dumped. So it’s not like you’re going to come out keeping a new friendship (unless you already know someone who works there).
If this were happening to me, I would super appreciate it if the candidate did it over the phone or video call. I would respect their bravery and might still consider them in the future because they didn’t slink behind an email.

If you knew there was relo and you told them you were open to it, and now you are not — well, I’d not mention that.
I do think if it’s worded diplomatically — including taking ownership for your half — you can be honest and let them know what you loved about the role, and the idea of the role but as you learned more detail about the team and structure you don’t feel it’s a fit. If by any chance you know someone who would be a fit i would give them that lead. It’s key to do it ASAP. Do not wait. Let them move on. Good luck!
