Would you go for junior role for high salary? Would it hurt in future?

I'm SVP/strategy for a PR agency. I moved into PR, Healthcare, and Strategic Planning only 3 years ago. An agency recruiter is trying to convince me to move into a GSVP account role, assuring me "at that level it's all strategy." (I dont think she understands the words she's using. Or that I'm qualified). But long-term, knowing account roles are so much more plentiful than brand planning in PR, I'm wondering if I should start thinking about account. We started out as coworkers, became decent friends after a few good moments, but went back to simply coworkers after they flubbed a few projects and I had to step in to clean up. Can someone explain how billable hours work? At a new agency and although I had to fill timesheets at my previous agencies, they were mainly used to ensure we weren’t over servicing a client/for setting the appropriate retainer for contract renewals. I asked ppl at my agency but haven’t gotten a proper explanation. I get the impression that billing to the agency admin code isn’t recommended, and my manager said he bills everything to client codes, but that doesn’t make sense to me .
