How does the Nov visa bulletin look like?

My brother in law is wanting to come to the states on a student visa. He is pursuing masters in data science. He has applied to few colleges but hasn’t been approved by any and he is feeling disheartened. Can anyone please advise if they know any colleges that have a high acceptance rate for international students (especially from india or Nepal)??
Or perhaps are there any special programs that will help him get to the states?
