A bit off topic but relevant.
Did anyone hear abt TekFog & Persistent Systems Limited ? Did they develop it ? What's going on ? I wanted to apply (location preference) but am worried now if company is into these sort of unethical activities even more so if they don't even know about it.
Does anyone has any insights into it beyond the company blog post claiming they are not involved. Also how is the work culture there, are these sort things even believable for such company ?

There’s methods they can certainly try that may help if that is the case. Certainly won’t be easy but given your description of them, hopefully they’ll put forward an earnest effort.

Figure out why, first. Is it working style or work load?
Does this person know how long things should take and how many things should be doable in a day?
Did this person oversell their resume and they’re learning skills as they go, so slower?
Does this person not care and take advantage of others to fill in their gaps?
Is this person appropriately resourced and motivated to be successful?
Talk to them about it. Immediately.
Paper trail, PIP, fire.
Plenty of room for empathy in the paper trail and PIP.
It shouldn't have to get further than the first step, but if it does, that's on them.

Maybe it’s workload / insane timing issue?
Is this person great with ideas but bad with execution? Or just slow with execution?
First a conversation giving them a chance. Agree with above, find out what’s going on. They might lack the self awareness and this can be a learning opp.
Then a PIP.
Agree with the others and not with AD1.
It’s the blasé for me.
Fire them and replace them with someone better. Make sure it’s clear to them why.
That’s the lesson. They’ll get another job. Or they won’t. Not your problem.
