You can recruit off the fact that you have the title locked, are close enough anyway, and that you’d want to come in at VP and it should work. If you tie it with a geographic move, everyone including your current firm would be more understanding. If you know you want to leave I’d actually say the sooner the better as carry often comes with teeth if you switch firms.
Also - recruiting for these spots takes time so could easily take 3 months to get a new gig anyway. Don’t settle.

Agree with this. Start looking and look for roles that are VP. But the time it’s all settled, you will have the new title
I think if you have a shot at a promotion, you should wait to get promoted and then explore new opportunities..
