Senior Manager 1 is joking. The senior probably thinks they are doing a good job training you. They may also be new to being a senior and are trying to figure it all out themselves for the first time and don’t feel comfortable delegating work they may not feel comfortable explaining yet. Or they may have had Seniors and Managers as a staff that would just throw work on them without explaining anything and remember feeling overwhelmed and didn’t want their staff to feel that way. Some managers like to teach you and some like to throw you in the deep end and see if you can figure out how you swim yourself. I’ve had both types and they are both good and bad for different reasons. Point being, it probably has nothing to do with you and everything to do with the senior developing their management style. You can always ask to have a conversation with them and tell them you feel like you are ready to take on larger tasks. That you promise not to spin your wheels and blow the budget, but would like the chance to challenge yourself as you are now a staff 2 and want to start prepping yourself to be a senior. If they are good they should respond well to that.

No that sounds about right...you shouldn't be independent until you are a senior.
Beware .. this happened to me as Staff 2 and I was stabbed in the back come review time by the same senior (after asking him for more independence, etc). I believe it was viewed as "not cooperative enough." Make sure that senior values your input and if they don't, switch teams as quickly as you can.

As opposed to being given general tasks... is this somewhat normal even at a staff 2 level?
