Because law firms are managed horribly and there’s a collective action problem among “management” (actually a loose confederation of feudal lords). Often in “partner math”: 1 fantastic associate at 150% capacity + 1 meh / bad associate at 50% capacity = a perfectly fine situation (for the moment) with 2 associates running at an average of 100% capacity.
The managing partner of our busy corporate group at a top firm literally ran associate staffing / capacity (when he bothered to do so) off printed spreadsheets that focused on running year totals, so he has limited visibility into 1 associate billing 100+ hr weeks (or 200-300+ hr months) vs another associate at near-zero. And the other partners (his real constituents, and obvi not the associates) would only raise a stink if aggregate utilization was down for the group. A handful of associates getting buried/killed while others were coasting was just a fact of life, not a recurring problem to be solved. Which was a big part of why I quit, after attempts to bring attention to the problem — and offer easy solutions — fell on deaf ears. That dude was eventually elevated to head of the whole office (HQ), so go figure. His predecessor could barely run a 2-person deal before getting elevated to head of office. The real power resided in the rainmakers who avoided the drudgery of admin/mgmt like the plague

It’s been going on for a whole year afaik
