Nope. I’m not supporting the practice, just explaining why it happens. I agree it creates more problems long term.
Your agency must not like to bring in fresh blood and keeps prompting from within to keep the same stale ideas churning.

The same way there’s mid level creatives that are judges for the Clios.
That’s different. You can have an incredible creative and ad culture as a mid level creative and a fresh perspective on the industry. This helps bring diversity to the opinions of judges who can often come from the same generation/school of thought. Age, race, and gender differences are needed for healthy debate. Esp when discussing a range of target audiences.
ACD means starting to worry about the growth of your team, talent retention, managing up and relationships with client and other departments. This needs experience with many projects to navigate all possible situations and a willingness to erase yourself to promote the achievements of others. Usually junior creatives are not yet ready to give that up — ego — understandably, they are still trying to prove their worth.
I used to work at a small shop that handed senior titles out like candy. There, having 10 years of experience would buy you a title usually requiring 20+ haha. I figure that it’s because the agency can charge clients more for the “seniority” and pay the person less because they actually aren’t that senior. It should be noted that the place was laughable and definitely the farthest thing from the norm.
Favoritisms. It’s a thing. Even if it’s unmerited.
If it’s merited, it’s not favoritism, right? Then it’s just promoting your best people.
