How long after H1 stamping does EY file for GC or start the PERM process ?

And when someone needs a referral they can seek it within the network first assuming an individual is comfortable referring them. I recently interviewed with Natwest and I got confirmation that they wanted to offer a role. Salary negotiations were started. However, now I got an email from the hiring manager that hiring for my role has been paused due to the ongoing cost of living crisis. He expects to resume the hiring for the role in Q1 '23 and would resume the process then. So is it the end? Honestly, I don't expect him to come back. But what do you think?
