Wouldn’t the recruiter’s contract be with the firm? Assuming that’s right, you can go directly to the firm and it’s on the firm to pay the recruiter if it hires you during the period where it is obligated to pay the recruiter per their contract.
OP - if the firm was originally willing to pay the recruiter and still need to fill a position, I don’t think they’d pass on you just due to the recruiting fee. That’s a cost of doing business that they are likely used to and expecting.

Check your contract. Also, some of them have clawback provisions where the agreement applies if you eventually accept one of the jobs they presented after the term expires
