Your LCA has nothing to do with you having to pay taxes in Cali. Technically you owe tax in Cali even if you work there one day.
For us, we’re told a new LCA is required if you expect to work over 30 days in another location but like I said, paying taxes has nothing to do with that.
Legally you cannot, and should be able so work within 50 miles of location documented. You will have to file H1B amendment and let your HR know.
I emailed the Deloitte immigration office about WFH and LCA. They actually said that I needed to fill in a new LCA questionnaire with my WFH address. I work within walking distance of my office.
You can work for 30 business days from a place outside the MSA
