Would this require the whole shebang from PWD, recruitment, PERM etc?
PWD today takes about 5-6 months, recruitment and cool off 3-4 months,
PERM - 6-7 months
Yes, rn easily 15-18 months if you add lawyer overhead etc.
But if your old 140 has been approved for more than 6 months you can keep on getting 3 yr H1B extension.
Likely 15-18 months as you need to go through the entire new process, PWD, PERM, 140 (which I think you need to get a new one from new employer too).

Plus whatever it takes your new company to start the process (some require minimum tenure and some signoffs).
