I got the offer letter for cts and suppose they will give wfh till December .so my query is can I do wfh from Europe countries like Ireland or UK as I need to go for 2 months or should I inform the HR about this or should I move to Europe for without inform cts HR
Will they get to know if I am working outside India .

No time as such! But a quick check would be - As long as there's learning and career growth, and it makes one get out of one's comfort zone.
How many years you need to serve to be labelled as a loyal employee.
People aren't being less loyal to their companies. They are just being more growth oriented. You don't owe anything to your company. You get paid for doing your job. While you're helping your company to grow, make sure your growth is not hampered in the process. If it is, it's high time to move on. Doesn't matter how long you've been in the company. Your career comes first.

If it's too frequent and your resume shows you hop a lot. That's concerning for sure. So I suppose the trick here is to whenever you get an offer from some company, before joining do some research. Connect with their employees of your profile over linkedin. Ask them important questions and identify if that company suits you. If you see yourself staying there at least for 2 years, good enough.
Stability is important. That shows you make informed decisions while joining a company which is important. It's not about loyalty.
