But to start the job search and application process, is it okay to start before 1 year so that when 1 year hits, you’re ready to bounce?

Agree with those saying stick it out for at least a year if you can. Though I would strongly suggest not making it a habit to bounce that quickly more than once or twice within a 5-10 year period. When I'm interviewing candidates, one of the biggest red flags I look for first is a history of bouncing often. It's fine if a person has 1-2 past jobs that only lasted 2 years or less, but if they have 3 or more shorter stints, especially recently, they better have a good explanation.
