How some people are clearing interview and then getting into a project even though they don't have any skills, no desire to learn new things, can't perform a very very simple task even though it's already documented clearly, totally burden on team members. They don't even try to do basic troubleshooting when they faced simple issues, rather asks stupid question to junior who is having only 1 years of experience and ask for solution.
I noticed this in every project I joined(Service based company)
If that was the last round of interviews it's reasonable to give them a week. But if the GC or other senior member is involved in the actual hiring decision it could take longer just based on schedules. Also Oct-Dec is packed with holidays and people taking PTO, so it could just be a bit slower. I soft email to the recruiter after 1 week just asking them to keep you updated on any movement or feedback.

Depends on how many people are being interviewed and how eager they are. My first interview was mid October and I had an offer in hand by Halloween.
I’d start to sweat after about a week and a half. One full week is reasonable. Obviously this depends on the organization - I received an offer I ultimately rejected that required 8 interviews and a practical assessment over the course of almost 2 months.
