Super interesting question and something I contemplate often now with the ability to work remote.
I don’t think I would come here in the first place if it wasn’t for tech given HCOL but now that I’m here, it’s frankly hard to leave. Good weather, diversity, accessibility, and good vibe is challenging to find elsewhere. Though I’d be curious to hear from those who have moved and how they like it

I grew up in the Bay Area, but my company basically told me that if I moved my pay would be adjusted for the new area I lived in. Meaning, I would have gotten paid less. If I also moved to a state where the business didn't operate, I might also not have been able to stay with the company.
How that scales with the cost of living for a cheaper area, I don't know. But that did make me think twice about it.
I've never been out there but I'd assume the weather is nice. The cost is too rich for me. Even with a tech job

I moved here on purpose long before I was in tech. SF specifically has just always felt like home. Now that home is super expensive to live in, but I’m not leaving. I’d feel differently if I’d come only for a job, but life is too short for that.
I've traveled to nearly every state in the US and SF is my favorite city. If I could afford it I'd move there.
I wouldn't live in the bay area there for any reason whatsoever. The Tampa Bay area on the other hand is a great place to live and work

If I was wealthy, the Bay Area is a place area I might consider. The weather, culture, food, natural features, etc. all make it attractive. I know several people who live there, or grew up there, and they love it, and I have enjoyed my visits to the region. (That said, if I was to live in the Pacific NW, I'd likely pick Seattle or Vancouver before the Bay Area.)

Even working in tech, I tried HARD to stay out of Cali. The entire state just needs to break off during an earthquake and sink into the ocean already.
