As many times as you’d like. When I did it, I did twice - first time I got desired base increase and second time I got signing bonus doubled. I was already satisfied with their initial offer though so I stopped there as I was more than content with this, but had the impression I could have gone further if I wanted. But I also really wanted to leave my prior employer ASAP.

Yes you should and can! Caveat: do your research for your role, city, and experience. Also, I wouldn’t push if that’s your only offer and you must have it. But if you have multiple offers then of course you can use that as leverage and you can push!
