How much does certifications matter consulting companies like IBM, TCS, Infosys, HCL, Capgemini, Cognizant etc?

I heard that consultancies get higher billing for certified candidates from clients.

Is that true?

Will it help to avoid being first in line while layoffs and releases?

SO thinks the best time to move to tech will be during a recession. Reasoning being more RSUs when tech stocks are taking a beating. They are in cloud and believe cloud migration, dig. strategy projects won't be impacted as in layoffs.

Tech strategy to reduce staff by about 10%. Target date: Unknown. How: Natural attrition + layoffs. There's always a target, just higher this yr, & due to lower attrit, layoffs are 5-10x normal.

How much is too much reaching out? Some context: I’m on the bench and I spoke to my SM about my availability on a Monday. They say they will find me some work. But I don’t hear from him at all. I’m finding that a weird side effect of losing my job in this climate is ad agencies taking advantage of my weakened position. They get in touch, proactively or in response to my reaching out, and they want to hire me as they are in good shape. When I reveal I was laid off, the offer changes to freelance or maybe nothing. My work, awards, the fact that they know me and approached me in the first place should be enough. I don’t want to lie about my situation. Any ideas how to avoid this?
