it’s just so crazy how incompetent some government employees are, to the point where it is so obvious, yet the supervisors continue to act as if they’re working hard

This is the norm. Contractors typically do all the work. This can happen at any agency. Don’t get too worked up on this.

I spent several years as a fed between consulting stints. It's quite variable, 100% based on the supervisor and the norms in that org. In my time as a fed, I had 4 different supervisors.

One was great and I'd rate her effectiveness up towards the top of the list of supervisors I've had in my 15+ year career.

One was ok, but she was running 2x15 person teams with the other team being an absolute dumpster fire that required 90%+ of her attention, so she was almost entirely hands off with my team.

One was awful, she was completely clueless as to the actual work we did and substantially set back our group's performance for her ~9 month tenure before she was reassigned.

The last was completely overworked. When I came onboard, there were no first level managers, so our ED was the direct supervisor for 80+ people and was 100% hands off our individual work as a result. He told us to write our performance evals and send them to him for sign off during our appraisals and just rubber stamped them.

After a reorg, I became a supervisor for a team of 10+ and would like to think I led the team as well as I led any of my consulting teams or my current industry team. I was lucky that my team of feds was rock solid and never had any performance issues.

All these things are why they hire contractors-to do all of the work.

I had a fed client a while back who took so much “sick leave” (she genuinely was not sick and would take a full week off at a time and come back with a tan) she ran out in 4 months and had to get doctors notes anytime she used sick leave after that. She had been doing that for years until the new supervisor put their foot down. genuinely an insane place. It’s called while collar welfare for a reason....

I’ve worked with some truly stellar, dedicated federal public servants and find this is a generalization.

That said, it’s extremely difficult to remove feds. Those protections make sense when they’re under political attack - which is not uncommon lately.

I did not realize for some trainings for compliance were not self-study, but live trainings. I worked at Deloitte and they were not live. I had two trainings due earlier this week and realized last week that only live trainings were available. I emailed KPMG and they assigned me the trainings take these live trainings.
