As a legal recruiter (and despite what many recruiters will have you believe), the majority of in-house moves come from relationships built in practice. You perform work for a given in-house entity, showcase your capabilities, and stick out when that entity has an in-house opportunity. Companies (especially start-ups) want to hire people they are comfortable with and generally do not want to budget for recruiting fees- they want to hire people they know and are familiar with. Your current task then is to make sure your firm is assigning you to the right clients and that you are given the face time opportunities to establish these relationships. Also, when an in-house offer comes about, make sure it is the right offer- it can be difficult to lateral from one in-house gig to another or back to a law firm.
