Unfortunately can't spot reduce fat. I would start with focusing on a calorie deficit of 300 calories.
From there, start lifting weights. That will help you build muscle and burn more resting calories.
I was quite impressed how much yoga helped me to get a flat stomach. If you are not into hardcore work out this can be an alternative. Consistency is key though.

More protein, more fat (butter, olive oil, coconut oil), less processed carbs/refined sugar. Look into Keto- it will train your brain/body to burn fat into ketones for energy, as opposed to burning carbs into glucose for energy (which actually tells your fat cells to store the fat you eat, because your body doesn’t need to burn it for energy due to the glucose).
And when I say protein, I mean animal protein. Vegetable-derived protein is far less absorbable to and bioavailable for your body. Science!

130 is a very lean and healthy weight, especially for your height. Do strength training/ weight lifting, that will burn your fat.

It’s all hard fat though. I’m not so motivated to workout currently but can definitely get into clean diet and go on a super low carb diet. And eat as little as 800-900 calories.
^^^ agreed. You’re going to have be active/work out (a mix of cardio & weight training) to lose weight without losing muscle. Simply restricting calories (esp to the extreme) may make the number on the scale go down short term but is not sustainable & is really unhealthy in the long run.
