If it is third party recruiter tell them that based on your phone interview, you have decided not move forward with this company. They won’t be offended but will push you to go through because they get paid to place people. If internal recruiter tell them you have changed your mind about leaving and will connect if things change in future. Thank them for their time and they will understand. There are so many people who go through interview process and then decline the offer. If you are honest with them they will appreciate it because nobody wants to waste their time. It’s nothing new for recruiters so don’t hesitate if your heart is not in it. Good luck Op

Imagine getting to the point of an offer. What will you do then, take the job you don’t want so as not to upset the recruiter? Just tell them no. Sooner is better so everyone’s time isn’t wasted.

True. I made this mistake when coming to EY. Should have stayed where I was at.

Remember you're interviewing the firm as much as they're interviewing you.

Agree with others. They will be more annoyed if you go through the whole process then turn them down. If it’s an external recruiter I would say after hearing more information you’re not interested in this particular job but if you really are looking then give them ideas of what you are interested in that you feel this opportunity didn’t have.

OK - it’s the recruiter that is providing a service to YOU to earn their pay. They work for you. If you don’t give them honest feedback they can’t accurately place you with opportunities going forward, and if they’re not willing to work to find you a good fit they’re a shit recruiter anyway.

However I don’t feel the position is the best fit at this current time and so I feel it is best that I decline your offer for an additional interview. Again, thank you so much and I hope you find an excellent fit for this role!”
