Not necessarily - it’s possible, but it’s also possible they’re just a hands-on type person, more anxious, just trying to be helpful, etc. You won’t know unless you ask for feedback re your performance.
A few possibilities:
1. Your performance hasn't inspired confidence.
2. The manager is inexperienced and needs to work on letting go (what I tell my team is that they need to allow the people they're managing to fail).
3. Your manager knows better but just isn't very good at their job.
4. The definition of micro management is unclear between the two of you.
5. Your performance is fine and your manager knows what they're doing, but you just need to provide more progress reporting to show that you're doing what you need to do.
Best first course of action is to ask for feedback
