Had this same thing happen to me. I refuse to be friends with someone who would do such a thing. Cut em off
Please provide more details including:
- how long did you date him
- how long ago did you split up
- what caused the split and was it amicable
- are you still friends with your ex
- do you still have feelings for your ex
- did your close friend talk to you about her feelings early on or did you find out after the fact
- how did you find out
- etc
The answer is, it depends! Sometime a person can be happy for their ex and their friend. Happens a lot.

OP, thanks for additional info.
While I think your close friend should have been more direct and up front with you sooner about them actually starting to date, I can also understand how she might have been nervous and procrastinated telling you. But from what you shared above, it doesn't seem as though she was sneaking around, hiding her feelings or doing anything devious. She was up front that she liked him. When she shared that she liked him, did you say anything to her that it would be hurtful to you if she pursued it?
A lot of time has passed. You no longer have feelings.
I think this is an example where you can be happy for the two of them and still have a close friend.
