Has this child had an SST? I would do some informal reading assessments, like CORE and see where he is struggling. I would do some reading interventions on him and see how he does. We do it through our RTI process for 6 weeks. Then we meet and discuss.

One of the best ways to improve reading level is vocabulary development. Many students with low reading levels have low vocabulary. Also I would suggest making sure they are reading at the level that is high enough to improve reading level but not too high as not to make improvements. Tell the secretary that most assessments will tell what target level they should reach for when choosing reading materials.
Without a true understanding of the issues that is what I would suggest. These are two things that can be worked on that wouldn’t necessarily need a breakdown problem areas.

California, sadly that is so many of my students and they don’t have intellectual disabilities. I can’t understand how we keep pushing these students on and not fixing their reading issues.
I heard that a teacher had success improving reading skills for middle school students with intellectual disabilities who had not made progress in any other programs by sight with a “fast-faster-fastest” game — the students chose something to represent each category (ex: fast animals or fast cars they like) and then they would practice reading words and put them into those ranks based on how fast & independently they were able to read the words. It’s probably best held in reserve, but it did work, apparently! They were even taught new words and them able to self-identify how fast they were reading the words. Seems it gave them a more enjoyable practice after long years of frustration with programs that were not working for them.
Find what they are interested in. Get books on that subject at or close to their reading level. I found a student started to want to read and his vocabulary and ability improved. If they like the content it is easier for them.
Vocabulary development with Fry or Dolch sight words and ability-level text would be a good start.
Include some basic comprehension questions after reading to prevent decoding outpacing comprehension.
Recognize that this is going to take some time to correct, and determine if the student qualifies for SDI in reading. If so, implement those minutes and interventions.
Finally, model the behavior you want to see. Create a text-rich environment and have conversations about books and readings.
Vocabulary!!!! The more you focus on building their vocabulary library, the more you will see them grow!
Begin at the beginning. At his level. Phonics, phonemic awareness and decoding skills. Start with small text prices for comprehension.
I've worked with many students who fit this profile. I build a relationship with them to gain their trust. At this point I work with them using informational literature that fits their interests. This gives you buy in.
Find out who the child is and request testing for student. Special Education teachers are to ‘search and serve’
I would definitely do some testing and find out what interventions have been tried. The students needs a lot of support and probably confidence building .
This student will need RTI tier 2, if not Special Ed
How about high schoolers with kinder or early middle school levels of reading, not even ESL or Sped identified.
Begin by developing his vocabulary from his current level and build in phases
Also, if there was any way this student could get into the program PowerUp by Alexia, it would make a world of difference! It would first test their reading level & skills, then aerotek with them from where they are on all the phonics, very words, all of that and bring them up to where they need to be, level by level, and test them on it. It's an amazing program!
