No, I’m sorry, this is clearly harassment. Document and report to HR. You don’t owe this guy quiet anonymity as you continue to suffer. The first outcome may not be sufficient, but if he escalates after being told to stop by both you and HR, you’re well on your way to a legal success. This guy is behaving badly, and there need to be consequences. You’re not vindictively harming him, he is harming himself with his behavior. Please report to HR.

We women have to learn to ignore men guilt free. Let him shoot shots into thin air

We don’t need to learnt to ignore, we need to learn to report. That man is ignoring all your boundaries and wishes.

What are they reaching out about?

Ok, I would honestly reconsider requesting HR or someone else to step in. It's easy to block when it's just the personal channels, but to be using work channels to bother you is unprofessional and unacceptable. If you absolutely don't want to involve anyone else, consider other ways to minimize the work channels - I saw you already mute on teams, which is great, but what marking his emails as spam/junk or setting up an email rule that sends anything from him to a folder you don't ever see?
Pretty sure this meets the definition of harassment at PwC. I'd expect HR to take it seriously.
I’ve stopped responding for months now.

This is a clear violation - he continues to bother you for non work related stuff, after telling him to stop contact. Why not let HR slap him on his hands?
Up to you…but you don’t have to feel uncomfortable in the workplace.

Can you block them?
Can mute and hide on teams. Maybe that’s all I need to do. For them to see that I don’t even view the message.
What’s an example of what they are asking? I’d take my time in my response; keep increasing the response time; hopefully they should get the message. If they ask why are you taking time, just say I’m busy. Esp since it is non work related, no one can hold it against you.
