PS: You have an Absentee Boss. It could be that you’re unimportant in his eyes or that you’re so good at your job he doesn’t need to spend as much time with you (as your peers). Read up on the concept.
Perhaps suggest to move to bi-weekly and a better time also. Maybe an email summary of what you typically discuss in place of the meeting would be better. You can also go to his office for the meeting if in the same building.
I agree with the previous comment and would add you should start documenting when he doesn’t show or cancels. Also document if you reach out to him and he doesn’t respond.

I'd definitely reach out and suggest a less frequent meeting schedule. You're clearly managing fine on the weeks that your manager flakes, so there probably isn't really a need to meet that often. Hopefully if you move it to bi-weekly or monthly he'll be better about attending.
Ask if there's a better time to meet every other week or if you can cover everything via emails. To be honest, it's probably more of a problem with his time management skills, but it's important for you to be clear that you need that opportunity to review things together & you need the meeting time to be dependable.
Echoing all of the above! With my experience, a previous manager did the exact same to me and it turns out, I was on the road to being terminated. Especially since our weekly meetings were used for her delegating duties. Not saying it’s your fate, however, continue to show you’re engaged with your work and your team and as other mentioned, document everything in a safe way.

Very unprofessional. 1on1's should be kept sacred.
Make sure you document all of this. Each time you get stood up I would send an email in writing stating such. Just as a CYA.
