You'll be wonderfully lowballed if u keep the chase. Its the HR's need to close the req as well. Keep that in mind. So don be in desperation atleast do not show that with mails and calls to HR. Let them know if you've got another offer in the interim

If they are delaying that means either they are really facing some issues or position is on hold. Since this is beyond your control, I will advise you not to wait for offer. It can increase your frustration and affect negatively your next interview.

HR smells your desperation and is keping things on hold. Classic bait. Anymore of you calling him will not get you the OL faster.
You gotta go quiet, forget about it, give more interviews, if it was yours it will come else take a deep breath and watch some good movies to chill your b*lls.
Once they smell your desperation, they will start using that as leverage. I've left many discussions like this where HRs were not responding or didn't respond on time. Keep giving interviews, grab offers from elsewhere.
That HR will call you eventually and once she does, prepare a reply. I generally say "Sorry dear, you're late to the party".

Same thing happening with me, waiting on HR for rolling out an offer since 3+ weeks. I've not called them even once yet, just accepting that they're either processing it or it's not my role to be in the 1st place.
Keep looking for other profiles and jobs and keep appearing for interviews as recession is here but attrition is also here
Now the HR is confident that you are not holding any other offer and you are just desperate to receive the offer letter.
Mark my words they will keep procrastinating for Another month, meanwhile you have a wonderful opportunity at your hand for appearing for many more interviews and cracking them.(Naukri, Linkedin, Indeed)
Don’t contact the Hr again as you will get diluted.
Once you receive another offer just ping him the offer letter pay which should be more than this one and state that since I haven’t heard back from you I will be taking this up.

Yes, don't stop job hunting...you will get better than what you expected...keep on going..You will get it..I know it's hard to keep calm until you have offer in hand...this is how it works

You will get a better offer for sure. Same thing happened with me 3 months back. HR stopped responding post collection of all documents. I had to clear 5 rounds before that. I followed up 3 times... Every time HR told we will get back to you. I stopped following up and concentrated on interview preparation for further. 2 weeks back I got much better offer. Wish you all the very best.
If HR wanted to roll out the offer, it would have been rolled out by now. Either they found a better candidate or their budget might be low and might not have gotten approval for your expectations from manager. In either case, you shouldn't wait for it any further and continue your job search with other organisations. If it's meant for you, it will come to you. No point in having multiple followups with HR on this.
Dont get down your self apply as many as possible something will come in hand for sure. Dont be dependent on single company.

Probably they have got someone with less package and less notice period and you are on waiting list kept as a back up. they will come back if that person doesn't join them.
Some companies have very slow recruitment process and at times getting approvals takes a lot of time.
Since you mentioned 100% hike what's your YOE/ Current salary.
Just keep hunting and you will get a better offer for sure...

Your 1st 3 lines is what I'm feeling now and is probably the harsh truth.

It could be one of the 3 possibilities:
1. They don't really have an update from Ops Managers/Interviewers.
2. Position went on hold.
3. a. They're trying to lowball you by making you wait and desperate.
3. b. They're keeping you as a back up incase their "preferred" candidate doesn't join.
Awaiting offer letter isn't a comfortable phase and it is okay to feel desperate. I have been there too. But your best move is to keep attending interviews with different employers and do what you feel is good for you.
I know you have this heard countless times before but BEING PATIENT IS YOUR ONLY FRIEND.

Nokia actually has a good point. One strategy so that they get back to you right away is not to sound so desperate. It signifies that other companies are offering you positions which heightens your value as an employee. If they sense that you are desperate that is an indication that other companies might not be looking your way'

This has happened with me as well . I was agreed a amount . But due to my followups for the same reason you cited . . I was given b amount. .
After 2 and a half weeks... But very less amount on which I can't even join the org
